at the High School Field House

Your ATTENDANCE and VOTES are needed at the Annual Town Meeting and Special Town Meeting.

  • Operating budget articles require a simple majority (more than 50%). Article 5, the School department budget, is one such article.
  • Articles for capital items require a 2/3 affirmative vote if they are to be bonded. Article 48, the Feasibility Study for the renovation or replacement of Center School, is an example.
  • A new by-law or a change to a current by-law requires a 2/3 affirmative vote. Article 29, the Open Space Mixed Use Development Overlay District (OSMUD), is one such example.

Annual Town Meeting and Special Town meeting school-related article schedule

Just to follow up and CLARIFY the article numbers relating to the schools for both the Annual Town meeting and the Special Town Meeting, the following information is provided :

  • Annual Town Meeting Article # 5 – FY09 School Budget *Expected to be covered Monday night by 8:00 p.m. Sponsored by the Appropriation Committee
  • Annual Town Meeting Article #48 – Center School Feasibility Study Article *Expected to be covered very late Tuesday or Wednesday night. Sponsored by the School Committee
  • Annual Town Meeting #49 – Loop Road Repair *Expected to be covered very late Tuesday or Wednesday night. Sponsored by the School Committee
  • Annual Town Meeting Article – #50 – ADA Compliance Upgrade Article *****Expected to be covered very late Tuesday or Wednesday night. Sponsored by the BOS and the School Committee
  • Special Town Meeting Article #2 – Excess $ left over from May 2005 article for repairs and such to Elmwood School – looking to give it rescind already granted monies from. Sponsored by the School Committee *Expected to be covered Tuesday during Special Town meeting
  • Annual Town Meeting ARTICLE 29 refers to the OSMUD. This will be discussed on Tuesday night DIRECTLY following the close of Special Town Meeting. If Article #28 is covered on Monday and it is still early in the evening, the next article discussed will be #30 and they will continue this way until the close of Town Meeting on Monday. Tuesday night will open with the Special Town meeting. At the close of that, the Annual Town meeting article #29 will be the first discussed and the next will follow where we left off (numerically) on Monday.

Why do we Need to Go to Annual Town Meeting (ATM)?

  • To approve spending for the fiscal year beginning July 1. At ATM, we approve money for the operating budgets of all town departments. We also approve money for capital items such as new trucks or major repairs to buildings. The source of the money can be from the annual tax levy, existing funds, or bonding (new borrowing).
    • Operating budget articles require a simple majority (more than 50%). Article 5, the School department budget, is one such article.
    • Articles for capital items require a 2/3 affirmative vote if they are to be bonded. Article 48, the Feasibility Study for the renovation or replacement of Center School, is an example.
  • To approve other important Articles that affect our town’s finances and services. For example, Article 29, the Open Space Mixed Use Development (OSMUD) bylaw for Legacy Farms, is a critical article for the future financial health of the town.

The Warrant for the ATM is available on the web http://www.hopkinton.org/gov/clerk/pdf/ATM_5-5-08.pdf and contains details of all the articles that will be voted on at ATM.

Town Meeting begins Monday, May 5th at the Hopkinton High School Gymnasium (a.k.a. Field House) at 7:00 p.m.
