This Thursday: First Look at Superintendent’s Budget for 2013-14

Although holiday season is in full swing, it is also time for Hopkinton residents to get a first look at next year’s school operating budget. Since early fall, school administrators have been working on the budget and meeting with principals and department heads to understand their needs. They have also been working with the Town Manager to understand the bigger picture of the town budget including the Board of Selectmen’s 2013-14 (FY14) Budget Message and the Town Finance Director’s FY14 Financial Model.

At this Thursday’s regularly scheduled School Committee Meeting (December 20 at 7:30pm in the Middle School Library), the Superintendent will present his preliminary 2013-14 budget. This is usually a very informative presentation and is your chance to see what might get cut and what might get added to the budget. Nothing will be final at this point. This is just the preliminary presentation and it will likely go through many changes before we vote on it at Town Meeting in May. If you are unable to attend during this busy holiday season, feel free to watch at home on HCAM-TV http://www.hcam.tv/ (Comcast 8/Verizon 30) or record on your DVR. Throughout the month of January there will be many more budget discussions at the School Committee meetings and working sessions. Then on January 24 there will be a public hearing on the budget, where you can come in person and voice your opinion on the budget. Stay tuned for more information in the next eHop blog.

Elmwood School Roof Passes at the Polls by 78%

On Monday, December 3, Hopkinton held a Special Town Election with one ballot question to vote on funding a $1.1 million debt exclusion for a new roof for the Elmwood School. Approximately 5% of the registered voters participated and the roof vote passed overwhelmingly. This follows a unanimous vote in favor of the roof replacement at the November 26 Special Town Meeting. Construction work on the roof is expected to get underway as soon as school lets out for the summer.

Slots Parlor in Milford

In addition to being of interest to a casino developer, according to recent news reports the town of Milford has also received interest from a slots parlor developer.  Potential casino and/or slots parlor developers must submit an application and pay a non-refundable application fee of $400,000 to the Massachusetts Gaming Commission by January 15, less than one month from now. Special Town Meeting was held last Monday, November 26. All three articles on the warrant passed, including the Elmwood School roof, which passed unanimously.  Approximately 115 registered voters participated, which represents only 1.1% of Hopkinton’s registered voters. Today is the Special Town Election ballot vote on the Elmwood School roof. In order for the roof project to go forward this summer, the vote must pass at BOTH Town Meeting AND Town Election. You can vote anytime during regular polling hours.

Milford Casino Update

The developer of a proposed Milford casino is still going ahead with plans and is expected to submit an application and pay a non-refundable application fee of $400,000 to the Massachusetts Gaming Commission by January 15, about six weeks from now.
